A. Yes, you can. The same is true if there's a Mage spell but no Mage followers.
Q. If I put Dimension Shift into my EX area with this follower's activated ability, then banish 10 spells from my cemetery to play it this turn, how much would it cost?
A. It would cost 4 because effects that change cost to a specific value are applied before those which add to or subtract from it.
