Q. When playing this spell, if I can't select an enemy follower on the field, can I still choose option 2 to discard an Aqua Force card, look at the top card of my deck, and add a 1-cost Aqua Force follower to my hand?

A. No. If you can't select an enemy follower, you can't play this spell.
