A. Yes. Since Golden Beast Tamer's Fanfare ability and Nitro Juggler's Fanfare ability trigger and become pending at the same time, you may resolve them in any order. If you resolve Nitro Juggler's Fanfare ability first and banish a Pale Moon follower that costs 2 or less, that follower will be in your banished zone when you resolve Golden Beast Tamer's Fanfare ability, allowing it to be summoned.
